This information comes from Ruges on the Steam forums, and repeated by /u/IanWPG2018 on a reddit post today. I went to confirm it as my land looks like garbage with patches of growing grass and barren land..
Use this method on time speed 1 to work the best
First things first.. after you have terraformed all the land you want and have it looking perfect, is to plow ANY land that is missing growing grass w/ create field turned on. It will look like a mess for a little bit here.. just bear with me.
Next.. you want to plant your "new field" with grass, then immediately use the meadow roller (under Misc) to remove the field you just created and planted. The ground will look like it did before you started all of this.. but wait..
When the grass decides to grow.. BOOM. It will grow where you planted just like the original land did. IT IS VERY IMPORTANT THAT YOU USE THE MEADOW ROLLER BEFORE THE GRASS EVEN BEINGS TO GROW TO KEEP THE ORIGINAL GRASS TEXTURE AND NOT THE FIELD GRASS TEXTURE
It is unfourtanate that we have to go through all of this to get the growing grass back, and had not been confirmed as far as I know as a work in progress, only a possibility in a future patch. Which does not make sense to me as if someone were to terraform some of their land.. it leaves patches of just grass texture and patches of growing harvest-able grass.
