Let's disregard all of the other glaring issues; bullet spongey enemies, an unkillable freak who follows you around everywhere, way too scarce ammo, constant backtracking, the inability to block, the breakable knives, etc.
All of the above are extremely annoying, but of course the comment I've seen most fans of the game resort to when presented with the above flaws is "iTs sURViVal hOrROr". Unfortunately, this game misses one of the most important mechanics of a survival horror game, the ability to sneak.
This bothered me during my first run as Leon, but I was able to live with it because I didn't have to deal with Tyrant following me around from the beginning of the game. However, now that I'm doing Claire's story, the issue is much more obvious and annoying. There are many instances where I am forced into combat, i.e. when Tyrant has spotted me and my only escape is through a narrow corridor with multiple zombies. How is this a survival game? At this point it's just about running around which isn't even scary, it's just annoying.
A good survival game should give you multiple options to approach a situation, including the ability to avoid combat entirely. See The Last of Us for an example of a game that does this excellently. Almost every fight in that game is completely avoidable, almost every enemy is capable of being stealth killed. That's survival horror. Sometimes you have to analyze your supplies and say "you know what, I'm not able to face these enemies head on, I should find a way to stealth kill them, distract them, or avoid them entirely". Unfortunately, these options do not exist in RE2. If the developers were going to force you to be spotted by enemies, they should have at least given you a huge excess of ammo so you'd be able to kill them all. At that point the game wouldn't really be survival horror, but then again, neither is it currently. At least it would have been a semi interesting action game.
RE2's lack of stealth makes it a shitty action game rather than an even a mediocre survival horror game, let alone a good one. I doubt I'm even going to bother finishing Claire's run, it's so retarded to see problems I already solved as Leon suddenly being unsolved for Claire. The unkillable monster that seems to know exactly where I am at all times makes me even less interested in exploring an area I already spent several hours exploring as another character. Maybe if the game had options for stealth and distraction it would actually be good, as it stands though, it's completely overrated and definitely not survival horror.
