At 5 Coins per Perk Card discarded, you would earn Coins at a rate that actually felt like progression. You'd be ranking up your already earned Legendary Perks before unlocking the next one.

It costs 450 Coins to Max a Legendary Perk (50 Coins to hit Rank 2, 100 more to hit Rank 3, and 200 more to hit Rank 4). You can equip 6 Legendary Perks, meaning you will need a total of 2,700 Coins to max all 6.

You earn 1 Perk per level, with 4 additional Perks earned every 5 levels from Perk Packs. By Level 50, you will have earned a total of 90 Perks, as well as the first Legendary Perk unlock. HOWEVER, you will need a minimum of 56 of those Perks for your actual build. Meaning you can have a maximum of 34 Perk Cards available to actually convert to Coins, assuming you didn't need to actually swap P.E.R.F.E.C.T. points around and picked exactly every Perk you wanted. This does not allow for any extra Perks to have for backup builds either.

Going off of the assumption that you don't keep ANY extra Perks leveling up, nor change around your S.P.E.C.I.A.L. distribution, you would be looking at the following rate of progression:

Level 50: +34 Perks (170 Coins)
Legendary Perk 1 available (170 Coins Earned. 450 Total Coins Needed to Level all Legendary Perks up to Max. 280 More Coins needed to max all available Legendary Perks.)

Level 75: +45 Perks (225 Coins)
-Legendary Perk 2 available (395 Coins Earned. 900 Total Coins Needed to Level all Legendary Perks up to Max. 505 More Coins needed to max all available Legendary Perks.)

Level 100: +45 Perks (225 Coins)
-Legendary Perk 3 available (620 Coins Earned. 1 Legendary Perk can be maxed. 1,350 Total Coins Needed to Level all Legendary Perks up to Max. 730 More Coins needed to max all available Legendary Perks.)

Level 150: +90 Perks (450 Coins)
-Legendary Perk 4 available (1,070 Coins Earned. 2 Legendary Perks can be maxed. 1,800 Total Coins Needed to Level all Legendary Perks up to Max. 730 More Coins needed to max all available Legendary Perks.)

Level 200: +90 Perks (450 Coins)
-Legendary Perk 5 available (1,520 Coins Earned. 3 Legendary Perks can be maxed. 2,250 Total Coins Needed to Level all Legendary Perks up to Max. 730 More Coins needed to max all available Legendary Perks.)

Level 300: +180 Perks (900 Coins)
-Legendary Perk 6 available (2,420 Coins Earned. 5 Legendary Perks can be maxed. 2,700 Total Coins Needed to Level all Legendary Perks up to Max. 280 More Coins needed to max all available Legendary Perks.)

Level 333: +56 Perks (380 Coins)

Of course, as mentioned, this does not allow for ANY mistakes or miscalculations made in designing your build. Considering very few people will hit that high of a level without changing their perks or S.P.E.C.I.A.L. (or encountering glitches that waste Perk Cards), I would imagine that Level 400 is a more accurate minimum estimate for having enough Perks to max out 6 Legendary Perks.

And you know what? As someone who has been playing since B.E.T.A. and never gone out of my way to grind exp, I'm Level 315 currently. Even a player that averages one level earned per day would require over a year of playing this game to hit level 400. I would definitely consider a Level 400+ player as LEGENDARY.

On the other hand, if you maintain a rate of 2 Coins per discarded Perk Card, THESE are the numbers you'd be looking at:

Level 75: +45 Perks (90 Coins)
-Legendary Perk 2 available (158 Coins Earned. 900 Total Coins Needed to Level all Legendary Perks up to Max. 742 More Coins needed to max all available Legendary Perks.)

Level 100: +45 Perks (90 Coins)
-Legendary Perk 3 available (248 Coins Earned. 1,350 Total Coins Needed to Level all Legendary Perks up to Max. 1,102 More Coins needed to max all available Legendary Perks.)

Level 150: +90 Perks (180 Coins)
-Legendary Perk 4 available (428 Coins Earned. 1,800 Total Coins Needed to Level all Legendary Perks up to Max. 1,372 More Coins needed to max all available Legendary Perks.)

Level 200: +90 Perks (180 Coins)

Level 782: +866 Perks (1,732 Coins)

Do you know how many times I've seen a Level 782+ Player? MAYBE once. Considering that this game will have been out for 2 years in 3 months and a day from this post, expecting that Level from Players is INSANE. No player that players this game without HEAVILY designing their character specifically for earning Experience will have attained that level. And again, that's assuming they didn't have any problems with their build while leveling up. Factoring that in, you'd be looking more at a Level 850+ Minimum!

And of course, there's the naysayers and contrarians who somehow believe that's a justifiable number, "Because it gives players something to work towards."

Earning 782 Levels is NOT an incentive, it's a discouragement. The normal human being will look at those numbers and say "Nah, I could play something else instead."

You want to give players something to work towards? KEEP ADDING LEGENDARY PERKS. After this initial wave, let Players work towards the current ones they want. Then when you drop major content, Like Steel Dawn for example, add MORE Legendary Perks. Maybe 2 or 3 at a Minimum. BUT KEEP ADDING TO THE GAME.

Between Lousy drop rates, Scrip, Bullion, Badges, Nuclear Winter, and Seasons, we already have PLENTY of things to grind in this game to make us miserable. Reward the players that have stuck by this game from day one. ADD AN ENJOYABLE PROGRESSION SYSTEM INSTEAD FOR ONCE.
