SUBJECT: MODUS EVALUATION
General, after reviewing all the data we've collected so far and even with our planned expansion of the project, it pains me to say that Project MODUS is not meeting our hopes or expectations. Not by a long shot.
To summarise: Over 5,000 candidates from as wide a range of personal, social and economic circumstances and with a broad spectrum of psychological profiles, ideological standpoints and cognitive abilities were selected and 'installed' in Vault 76 in a series of scheduled intakes. The staggered nature of these intakes were intended to mask the unusually high number of residents and avoid causing problems for Vault-Tec security officers in the event of any 'difficulties' during the internment process.
Ninety seven percent of the selected subjects were successfully interred in the Cryo Synaptic Suspension pods developed in conjunction with Dr Braun. A small number of subjects were lost due to altercations with Vault-Tec security during internment however only a handful were lost due to the internment process itself.
Since the time that MODUS initiated the project all subjects have been held in successful cryo-stasis and projected into a persistent and constant virtual representation of the Appalachian region in a post-nuclear scenario. From the moment they 'leave' Vault 76 they are guided, pushed, prodded and sometimes thrown bodily into conflict with both the environment and each other.
Our initial pre-war experiments with this kind of virtual conditioning were overwhelmingly positive. Almost all the subjects of the First Phase emerged from their simulations fully committed to the doctrines and values of the Enclave and possessed combat capabilities and survival instincts usually associated with only the most hardened of military veterans.
The 'residents' of Vault 76 have been subjected to harsher conditions and put in far more extreme circumstances and our assessment was that they would emerge as elite combat troopers fit to enforce the will of the Enclave across what remains of this Great Nation. However, this does not appear it will be the case.
They build Camps. Camps with shops. Camps with bars. They share resources, co-operate in combat with no consideration for reward or personal gain. We initially believed part of the process had caused some kind of empathic feedback loop or temporary insanity, but MODUS assures us that their brainwaves are not deviating from acceptable norms by any significant degree.
Our psychologist, Dr Ruttner suggests that the increased adversity and perceived 'suffering' of even the new 'glitches' we introduce to the simulation to increase the sense of frustration and foster resentment is actually causing a bonding effect in the subjects, leading to ever greater cooperation.
We recently brought a new wave of 'residents' online in the hopes that this would cause latent predatory instincts to emerge in the more well established and powerful subjects, however we have noted the same sharing and nurturing behaviour patterns extended to these new arrivals.
The creation of a separate instance of the core simulation wherein more confrontational behaviour is rewarded with powerful weaponry gave us hope that something could still be gained from the project and I know you will be heartened to hear that the CQC training module NUCLEAR WINTER has proven more successful than we dared hope. As it stands, though – aggression levels and ruthless, ethics-free soldiers committed only to the causes of the Enclave remain in the minority.
Dr Ruttner has devised a further alteration to the core simulation which will introduce a number of AI controlled subjects to the environment. MODUS is confident that this will create an 'Us and Them' relationship that can eventually be exploited into forming schisms and factions in the current population which can then be subtly turned to our way of thinking.
