I have not seen this suggestion but I think it could improve the workshop system.
I think the workshop reward/defense system should be scaled up according to how long it had been been claimed. Something like this:
Workshop Level 0: Unclaimed
Workshop Level 1: Claimed for 0-30mins. Normal resource production. Normal defense events.
Workshop Level 2: Claimed for 30-60mins. +25% resource production. Slightly higher build budget. Raw workshop materials reward at level up. Higher level defense events.
Workshop Level 3: Claimed for 60+mins. +50% resource production. Slightly higher build budget. Raw workshop materials reward at level up. Higher level defense events with chance of legendary mobs.
I think something like this would encourage claiming and holding workshops for resources rather than server hopping. Also, I would suggest if another player contests and steals a workshop, it would retain the level from the prior owner but if it goes unclaimed it will revert to level 0. This would encourage PVP to the extent that workshops are supposed to be valuable resources and worth defending/stealing, rather than just server hop until you find one that is unclaimed.
I think this would make the workshop system much more rewarding and engaging. I really like the idea of the workshop system, but at this point it seems not really that compelling or worth it. I have also thought that there should be benefits of claiming multiple workshops or claiming workshops in nuke zones. Bethesda please make that a thing.
