The previous list got deleted because of a bug, so here it is again, updated and all !

I basically went over all the recently released game footage and combined it with information from different websites to come up with a list of all perks we know so far.

"???" indicates that the numbers are an assumption and they need confirmation. If a perk is worth 2 points at it's first level, I put it directly as a "rank 2". That way, the rank number is equal to the worth of the perk in SPECIAL points. (level 0) means that the perk has no level requirement for its first rank. When no level is specified, it means I haven't found information yet as to what the level requirement is.

I may have made a few mistakes or even forgotten a few perks, feel free to let me know so I can update the list.
