I spent an embarrassing amount of time yesterday trying to get the plans for the Witch Costume, and I'm still thinking about continuing this hopping-madness. However, for my amusement, I kept a very informal list of the random encounters which confronted me on this mad quest.
*Deathclaw Nest w/Scorched
*Deathclaw Nest w/Super-Mutants
*Scorched with a Tent
*Super-Mutants with a Tent
*Deathclaw with Travelling Merchant(s)
*Trick or Treater in a Witch outfit! No Plan, empty inventory!!! You should expect this one. Also, the possibility that you'll see the Witch, but she will have the plans for the Skeleton costume or Skull cap
*Crashed Satellite. Alone or with Scorched or Super-Mutants
*US Government Supply Drop with Protectrons & Eyebot
*Responder Volunteer – Corpse only, Tent W/Supermutants or Scorched
*Brahmin with 'mysterious' quills piercing their flesh. (Later, I found what I thought was another instance of this, but I found it a Legendary Noxious Sheepsquatch. I found this out by attempting to loot that site, then the Sheepsquatch stood up from the mass of dead Brahmin! I am not even kidding! I fought that thing for a while until the server crashed, and I was very upset when I couldn't continue the fight.
*Ford – 'Ford's Holotape'
*Kora – 'Kora's Journal'
*Injured Super-Mutant who talks about encountering a Sheepsquatch
*Freshly Dug Grave w/Ghouls
*Bloatfly nest, pretty much telling you that encounter is complete shit.
*Skeleton-Costumed Trick-or Treater
*MORE OFTEN THAT YOU'D LIKE IT IS ABSOLUTELY NOTHING
Yes, I spent too much time with this, but when you're down on your caps you do crazy things. In reality, I gained a lot of caps doing this by running over-encumbered from the Crevasse Dam down to Harper's Ferry and unloading most of what I got with the Vendor, until I could travel away in my armor. I haven't gotten the Witch costume yet, but I did get the plans for Skeleton Costume and the Skull Mask which is okay, for now. Also, some of the random encounters, specifically the"X/w Tent" encounters for me, gave the Trapper Torso, or Arms, or Legs … multiple times.
Additionally, the top of the Crevasse Dam has a sort of 'shrine' where you can find a random power armor mod, plus lots of lead in the form of Tin Can chimes.
TL;DR I still didn't get the Witch Costume Plan, and only wound up with a Vampire's Crossbow 1*, Plus multiple copies of Trapper Armor-set plans, assault rifles, RESOURCES! aluminum, lead, wood,
