Place a Bounty on an enemy. Heroes with a Bounty have their Healing reduced by 25% for 3 seconds. Killing a Hero with a Bounty grants 20% Movement Speed to nearby allied Heroes for 2 seconds.

R1: Psi Emitter

Cooldown 60s

Call down a Psi Emitter at target location. After a short delay 6 Zerglings will unburrow from the location and attack enemy Units and Structures until killed.

R2: Planetary Defence

Target Structure gains 10% Attack Range, 20 Armour and it’s attacks splash for 25% damage within 2.5 range. Lasts 20 seconds. Can not be used on Towers.


Level 1


Activate to consume 20 stacks of Bribe to instantly defeat an uncapture Mercenary.

Passive: Gain 1 stack of Bribe when a nearby enemy minion dies, and 10 stacks when an enemy Hero a Bounty dies. Maximum 80 stacks.

Preceding Reputation

Quest: Capture 5 Mercenary Camps.

Reward: Leader’s Charisma can now effect and will prioritise enemy Mercenaries.


Cooldown: 6 seconds

Activate to cause an enemy minion or catapult to fight for Mengsk’s team. Using this ability on a catapult increases its cooldown by 3 seconds.. This ability can not be used on Mercenaries. Replaces Leader’s Charisma.

Level 4

Special-Ops Training

Friendly non-Boss Mercenaries near Mengsk deal 40% more damage. Imperial Guards deal 50% more damage to Mercenaries.

Press the Assault


Damage dealt to a Hero by Imperial Guard increases its duration by 1 second, maximum 4 seconds.

Pin ‘em Down

The first shot by an Imperial Guard Slows the target by 30% for 1.5 seconds. If the target has a Bounty, the Slow lasts 2.5 seconds. This effect does not stack.

Tactical Retreat

When an Imperial Guard is killed, decrease the Cooldown of Sons of Korhal by 3.5 seconds.

Level 7

Leader’s Momentum

When Mengsk’s Basic Attacks damage an enemy, reduce the cooldown of his Basic Abilities by 0.6 seconds.

Ironclad Purpose

Each stack of Propaganda grants 3 Armour for 1 second.

Capture the Room

Increase the range of Propaganda by 100% and reduce it's cooldown by 2 seconds.

Level 10

Psi Emitter

Cooldown 60s

Call down a Psi Emitter at target location. After a short delay 10 Zerglings will unburrow from the location and attack enemy units and structures until killed.

Cooldown 90s

Target Structure gains 10% Attack Speed, 20 Armour and it’s attacks splash for 50% damage within 2.5 range. Lasts 20 seconds. Can not be used on Towers.

Level 13


Cooldown: 60 seconds

Active: Activate to place yourself in Stasis and gain Invulnerability for 3 seconds. Can cast Declare Rebel while in Stasis.

Passive: Killing a Hero with Rebel’s Mark reduces the Cooldown by 10 seconds.

Most Wanted

Killing a Hero with a Bounty yields 25% more experience and resets the cooldown on Leader's Charisma.

Media Darling

Mengsk gains Unstoppable while channeling Propaganda. If Mengsk channels Propaganda for 3 seconds he gains 20 Armour for 4 seconds.

Close Quarters Training

Basic Attacks against an enemy Hero grant 5 Armour for 2 seconds, stacking up to 20.

Level 16

Glory for the Dominion

Using Post Bounty grants Mengsk a single untalented stack of Propaganda. Killing a Hero with a Bounty grants 3.

Emperor’s Presence

Propaganda affects Enemy Heroes, Silencing them for 1 second.

Pre Recorded Hologram

Casting Propaganda for 3 seconds will create a hologram of Mengask that continues to channel Propaganda until the ability is cast again.

Level 20

Burn to Ash

Psi Emitter now spawns an additional 4 Zerglings. Zerglings summoned by Psi Emitter have their Attack Speed increase by 50%.

Planetary Upgrade

Planetary Defence lasts for 40 seconds. Casting Planetary Defence now spawns a MULE which heals the Structure for 30 seconds.


Mengsk gains 4 range and 0.25 Attack Speed. Mengsk’s Basic Attacks deal 25% more damage to Mercenaries.

White Star

Cooldown 60s

Select a location you have vision of on the map. After 3 seconds the White Star will pick up Mengsk and fly him to the location. During this time he is immune to damage and will gain the effects of a Healing Fountain.
