After looking at the causes for North American players' longer wait times and instances of not queuing together, we are bundling matchmaking for our US regions together. This will only happen for players if they have good pings to both sites, and our simulations have shown that we can create better games faster this way. Ever since this, I've been unable to play on Western US, the server that I get 180-190 ping to. Instead, every single game I've attempted has put me on the Central US server, where I get 230-240 ping to.
Since that patch I've played somewhere around 50 games attempting to, hoping to get onto the Western US server, and every single one of those times it has put me onto the Central US server. The only time that I ended up getting put on the US West server was when I experienced a DC and then the game bugged out and put a group of 3 Australian players, who all had their preferred server set to Australia onto the US West server. That's a bug that's been around forever, anyone who plays in the Americas game region but primarily on their own sub-regions server can confirm that.
I've tried altering my sites file to fix this by having it think that it's getting 999 ping to the shitheap that is ORD1, but that doesn't work.
Here is what a fresh sites file looks like:

As you can see, I get 391 ping to the Brazil server, 94 ping to the Singapore server, 188 ping to the US West server, 235 to the US Central server, and 16 to my local(Australia) server.
Just as the closest thing to proof that I can get, I went and made a custom game with the preferred server set to each server, which updated all of the servers that I managed to get onto, and here are the results from that:

To make matters all the more insulting, in the preferred server option, the game actually shows me the latency to US8, not to ORD1, despite the fact that I cannot play there.
And if you say "just queue locally", I invite you to try and queue in the Australian server, see how that goes for you. I tried as I was first writing up this post, had a 30 minute queue which ended in a player being AFK during draft, so had to queue back up, which was then another 38~ minute queue(which then featured an AI Tyrande on my team for everything except the first 2 minutes, and an enemy Sylvanas that fed like it was their day job), which was then followed by another queue that took 80~ minutes to pop, all this on a Saturday afternoon.
