For those of you who haven't read the patch notes, Chromie's getting a new talent:

New Talent – Blessing of the Bronze

Passive: While Chromie is alive, she and all her allies gain 10% Movement Speed and their Basic Abilities recharge 30% faster

She can take this talent at level 18. It seems broken! I thought it would be a fun thing to do to figure out how busted it is, by comparing it to other talents that do similar things.

Note that I really like this patch overall! I also really like looking at patch notes, so this is just how I decided to spend my lunch break.

Movement Speed is Actually Really Good

First of all, I think that we can all agree that the cooldown reduction (CDR) is the best part of Blessing of the Bronze and the "allies gain 10% Movement Speed" part is just icing on the cake. That said, movement speed is actually really good, and that buff alone would make Blessing of the Bronze a really strong choice.

JunkratYrelVarianArthasBrightwing
Tricky Shuffles (lvl 7)Samaara's Light (lvl 7)Banner of Stormwind (lvl 16)Death's Advance (lvl 20)Speedy Dragon (lvl 20)
While Frag Launcher has no charges left, gain 15% Movement Speed. While above 50% Health, gain 15% Movement Speed.Cooldown: 45 seconds – Active: Activate to place a Banner that grants 25% increased Movement Speed to nearby allied Heroes. Lasts 12 seconds.Cooldown: 50 seconds – Active: Activate to increase Movement Speed by 30% for 3 seconds. – Passive: Increases Movement Speed by 10%.Permanently gain 20% Movement Speed.

Each of these talents have the highest win-rate at their respective tiers, according to HotsLogs. While none of them are strictly worse than Chromie's speed buff, each of them only affect a single character or (in Varian's case) are temporary and locked to a single location. I think it would be fair to say Blessing of the Bronze, considering it only as a speed boost, is roughly three or four times better than existing talents which buff movement speed.

Giving Allies CDR is Not Normal

The team-wide cooldown speed is, of course, the good part of Blessing of the Bronze. Lots of heroes can speed up their own cooldowns, but being able to grant allies faster cooldowns, or even increased ability power, is really rare in this game. As far as I can tell, (someone correct me if I missed something), the only characters who can do it are Malfurion (Innervate – 50% faster recharge for 5 seconds, every 30 seconds) and Ana (Nanoboost – 150% faster recharge for 8 seconds, every 70 seconds).

Over the course of a minute, those two will provide 7.5 seconds of CDR and 36 seconds of CDR, respectively.

Chromie? Blessing of the Bronze will provide a whopping combined total of 270 seconds of cooldown reduction, over that same minute. (That's 0.3 seconds of CDR per hero, per basic ability, per second. 0.3 x 5 heroes x 3 abilities x 60 seconds = 270)

Considering Blessing of the Bronze only as a CDR talent, it is literally 20 times better, or more, than the abilities currently in the game. Of course, Innervate and Nanoboost do more than just give CDR. They both provide mana, and Nanoboost is much, much burstier than Blessing of the Bronze, but they still don't even approach Blessing's power level.

The other thing you might compare CDR to is a spell power buff. 30% more abilities are pretty much the same as 30% better abilities. In that case, you'd be comparing to Varian's Banner of Dalaran, Auriel's Wrath of Heaven and Medivh's Arcane Brilliance, which, again, come nowhere close to Blessing of the Bronze.

Blessing of the Bronze is an OP Speed Boost and a Busted CDR Buff At the Same Time

Blessing is broken in two ways at the same time. Neat!

Blessing of the Bronze Would be Great Even If It Was Just For Chromie

Finally, I skimmed the late game talents of the rest of the roster, to see who would appreciate the Blessing even more than their own talent tree. It turns out that getting 30% faster cooldowns and a 10% speed boost at once is a pretty good talent on its own. Half the cast has at least one late-game talent that is unarguably (if not strictly) worse than what they receive from Chromie (everyone has talents that are worse, but not as easily comparable, so I didn't bother including them).

The talents listed below are level 16's or 20's (with a couple 13's thrown in there where I felt like it). For all of them, the hero would always trade their talent for their share of Blessing of the Bronze. (There's some fudge here. I considered 1 second of CDR equal to any other 1 second of CDR, recardless of what ability it was, and I ignored the advantages of burst. If you see any that you'd quibble about, though, remember that Blessing of the Bronze is actually at least five times as powerful as what's stated, since everyone gets it at once.)
