Being a Rogue, Valeera should have one of the highest build-diversities in the game. You should be able to build around Ambush, Cheap Shot, Garrote, and Eviscerate. Hell, while we're at it, you should be able to build around Sinister Strike, Blade Flurry, and Vanish as well.
As far as I can tell, there is nothing in the lore that says Valeera is specifically an Assassination, Subtlety, or Outlaw rogue. Just like in WoW, you should be able to choose between a Combat (Outlaw) fighter, a Subtle trickster, or a full-blown Assassin who relies on poisons and DoT. Yes, there are only 7 talent tiers and some compromises need to be made, but the current state of her talents and damage potential are abysmal.

Sure, you can replace Smoke Bomb with Cloak of Shadows, Rupture with Elusiveness, and even Relentless Strike with Hemorrhage in rare cases. But that hardly amounts to build-diversity, and still leaves her with a build that relies entirely on Crippling Poison, Sinister Strike, and Garrote.
She is picked less often then 72 other heroes and loses more often than 71 other heroes. Even in Masters, Diamond, and Platinum combined, she still loses more often than 71 other heroes. So this argument about her "skill-cap" is baseless.
I'm a Diamond player, and I've been messing around with different builds. I've tried building around auto-attacks using Hemorrhage and Slice and Dice, and it doesn't work. I've tried building around Cheap Shot, and it doesn't work. She has measly damage, she can't stick to her targets, and she get's absolutely demolished by everyone, but especially by heroes like Kael'thas. The second she pops out of stealth, other players push 1 or 2 buttons, and do more damage to her, than she can do to them in two entire rotations. Sure, you can politely conform and play her only build as an anti-dive support (with early game roaming capabilities), but that completely ruins the fantasy and fun that a combo-point-building-Rogue should bring to the table.

Crippling Poisson is necessary to stick to your target at all. Initiative gives you the two combo points you miss from Seal Fate, and gives you that power-spike earlier. Blade Flurry becomes your primary combo-point builder over Sinister Strike through Fatal Finesse, and in doing so allows you to use your full-length Sinister Strike to dodge abilities, escape, and chase. Cloak of Shadows is taken over Smoke Bomb, because if you're going to make this build work at all, you need to be aggressive. Assassinate unfortunately doesn't work late-game, but makes your early roams decently powerful. And Enveloping Shadows is taken over Elusiveness; it's the only way you can avoid getting blown-up in teamfights, and it synergies with Death From Above and the Ambush focus of this build in general.
I'm not even asking for a Valeera buff anymore. I'm simply asking for some build-diversity that puts her other build-paths on par with her highest win-rate build.
