I always thought that other games should use the Hitman apparatus to make spy thriller games, so I imagined what the Hitman levels would be like if you were given spy missions instead of assassinations.
Your mission, should you choose to accept it, is to learn the identities of the auction clients and to ensure none of the information leaves the building.
You can do this by:
Photographing the participants
Getting the password dongle for Dalia's laptop and hacking into it
By disguising yourself as a reporter and asking Novikov the right questions
Stealing the file from Decker and trading it to Novikov for the names.
You ensure the information doesn't leave the building by going to various servers and shutting them down to enact the emergency evidence erasure policy. The "Clinton Protocol" if you will.
You could also incapacitate a corrupt Interpol agent and use his ID to scare Novikov into destroying the evidence (information)
Your mission, should you choose to accept it, is to destroy the virus and ensure Ether never works with Caruso again.
Destroying the virus works as normally.
To sabotage the Caruso/Ether relationship, you can:
Steal the Private Eye's files on Caruso and reveal that they have been spying on him
Disguise as the therapist and suggest to Silvio that Ether killed his mother
Use the "Mom's Ghost" opportunity to give Silvio a psychotic break
Kill Desantis and frame Silvio for it
Your mission, should you choose to accept it, is to reveal the connection between Zaydan and Strandberg.
You can do this by:
Disguising yourself as the reporter and tripping up Strandberg in the interview
Freeing Zaydan's prisoner and filming his confession
Stealing evidence from the Ambassador's and Zaydan's safes.
Using the emergency tunnel opportunity and C4-ing the walls of the building they meet in so the crowd sees them together and tears them apart.
I swapped out Jordan Cross with the Ex-Dictator ET to make it feel more "Spyish". Richard Ekwensi and his staff now occupy the penthouse, and his top lieutenant is in the place where Morgan was. The tape of Hannah Highmoore's death is replaced by records of a massacre Ekwensi is responsible for.
Your mission, should you choose to accept it, is to bring Richard Ekwensi to The Hague to answer for his crimes.
This can be done by:
Knocking Ekwensi and his lieutenant out and dragging them to a waiting boat
Lightly poisoning Ekwensi's food without being seen to make him think the CIA is trying to kill him. He'll go to the world court and take his chances.
Ekwensi's lieutenant is beloved by his soldiers. If you can get Ekwensi to kill the lieutenant, he will flee to you to not be killed by his troops.
Finally (and I'm proud of this one): If you steal proof of the massacre, you can visit him disguised as a "fixer" and use it as proof of your capabilities. Tell him you're a fan of his work, and offer him a new identity with lots of cash. He will initially refuse, but if you blow up the tuk-tuk, he will realize he's in danger, and happily go to the plane with you, not knowing he's about to be extradited.
I have no idea for Colorado.
Your mission, should you choose to accept it, is to disrupt the organ trafficking ring at Gama.
You can do this by:
Having the surgeon responsible flub the surgery so Gama fires him
Destroying the stolen organs so the traffickers are hunted down by their angry clients
Freeing Agent Smith and sneaking him to the director's office so he can testify against the traffickers.
Getting the safe combination for one of the traffickers' offices and stealing the money in the safe. He'll think his partner is ripping him off and kill him.
