Why change federations ?

Entering a federation is very disappointing imo. Gameplay inside federations should be about diplomacy and politics, not just "who is the strongest right now". Obviously, powerful empires should be more likely to be elected but it shouldn't be the only factor, having good relations with other members and how commited you are to the federation should be equally important.

How voting should work ?

Members of a federation should be able to vote for the president every 5 years. Every empire gets a number of "voting points" proportionnally to the amount of credits they payed in Federation taxes during the last 5 years. Right now, this amount is fixed at 15% of the energy output. We should be able to modify that ! Any empire should be able to choose to give between 10% to 20% of their energy output to the federation. You want to be the president of your federation ? You need to invest in it !

Then, when it is time to vote, you keep half of your voting points to vote for yourself, and you distribute the way you want the other half of your voting points between others members of the federation. This way, being powerful is still very important (because you need to produce a lot of energy to get a lot of votes) => if a member is considerably more powerful than any other member of the federation, he'll very probably get elected every time, and if you're not considerably more popular than any other member, you'll need a lot of points (because half of them are votes for you) to have a decent chance to be elected.

How should IA vote ?

IA empires distribute their votes according to different criteria, the most important ones being :

  • having good relations with the member.

  • having the similar civics to the member.

  • if the member gave them a lot of votes during the last election (being powerful is still important because you have a lot of points to distribute so you are more likely to win the next election, and a newcomer is less likely to be elected).

  • if the member is a direct rival for the presidency (they would both place among top 3 during the vote), there would be a huge malus (because let's be honest, players will never vote for another member that have big chances to be elected if they want to being elected => IA should do the same so players can't abuse that).

Minor criteria could be :

  • having the same traits/civics

  • being the incumbent president

  • being militarist (you give control of the federation fleet to someone who wants and knows how to use it)

Others

  • If a federation only has two members, the one who contributes the most is automatically elected.

  • Players can see how much points every member would get if the election occured right now and how much each member would give to each member.

Alternatives

  • Maybe give federation taxes a bigger role ? Federation fleet capacity could be based the total of taxes given by every member, so federation with commited members would be more powerful (IA are more likely to pay more taxes if they are Federation Builders/if they have a big surplus of energy/if they are xenophile).

  • Or replace the role played by federation taxes by naval capacity => right now you give 20% of your fleet capacity to the federation, you could choose to give between 15% and 25% => the rest works the same as with federation taxes but you replace "federation taxes" with "naval capacity contribution".

  • Divide federations between aggressive/militaristic federations who use naval capacity contribution to vote and trading/pacifist federations who use federation taxes ?

  • Elections every 10 years instad of 5 ?

I think federations would be much more interesting this way, their functioning would feel much more natural and realistic.
