IMO, a Dumb rule is you require one of the triple attribute decks is to have a triple attribute card. Here are the factions and which decks I predict they'll include.

Daggerfall Covent. (Red, Blue, Purple)

daggerfallphantom - Which 3 Attribute card to include in decks?Daggerfall Phantom – This card is pretty much 100% going to be in item based decks. Even then I'm not sure I want this card. I mean there will be color combinations with 0 Silences, but they'll still have banish. Purple, blue, and red has waay to many ideal 2 drops to want this card over their own.

Covenant Masterpiece – This card Is ok. Aggro decks don't want it, midrage might accept it, and control decks would rather use…

emericcovenantking - Which 3 Attribute card to include in decks?
Emeric, Covenant King – starting at a huge 9 magicka, control decks will have to find a place for this as a removal card. Midrange doesn't exactly want it since it costs too much. Aggro won't touch this with a mile long stick.
Conclusion: Daggerfall really doesn't have a card it wants. Aggressive strats doesn't want any Daggerfall triple attribute card. IMO, All non-item focused decks will usually feel forced have a single

Covenant Masterpiece as the triple attribute. This includes aggro, midrange. Control or high curve midrange might instead justify have a single

Emeric, Covenant King. I think most daggerfall decks see the daggerfall cards as downgrading the deck.

Dominion (Yellow, Green, Blue>:

dominionbattlereeve - Which 3 Attribute card to include in decks?
Dominion Battlereeve – You'll see this card in EVERY Dominion deck. It's great for aggro, midrange, control, and combo.

ayrennschosen - Which 3 Attribute card to include in decks?
Ayrenn Chosen – This card you won't see in aggro, but might be included in a midrange or combo decks that focus on a lot of "ping" damage. I don't see this card seeing play unless empower becomes too good. Even then, IMO, Empowered focus decks would want to be 2 attribute instead of 3.

ayrenndominionqueen - Which 3 Attribute card to include in decks?
Ayrenn Dominion Queen – Ayrenn is a good card. It's cost makes Midrange not want to take her, and control decks will accept her.
Conclusion: Every deck with start with 1-3

Dominion Battlereeve. Afterwards control and maybe some late midrange decks may add
ayrenndominionqueen - Which 3 Attribute card to include in decks?
Ayrenn Dominion Queen, but only if they have only "big" spells like

Javelin or
mightyconjuring - Which 3 Attribute card to include in decks?
Mighty Conjuring.

Ebonheart (Green, Red, Purple):
forerunnerofthepact - Which 3 Attribute card to include in decks?Forerunner of the Pact – Aggro decks would grudgingly accept this card. Personally, I think this card is great especially in aggro/low curve midrange decks since your opponent wants to remove it. They'll "waste" their turns attempting to turn this card off instead of building a board/etc.
Mournhold Task Master – If(Acceptable_Amount_Veteran){ Deck.AddCard } Else { Deck.RemoveCard };

Jorunn The Skald King – This lil guy is OP as all. Instantly that turn 5 bomb your opponent HAS to deal with otherwise it'll grow out of control. Heavy, Heavy counter to any creature based strategy. There will be no decks that don't like this card.
Conclusion:
jorunntheskaldking - Which 3 Attribute card to include in decks?
Jorunn The Skald King would be in every deck. Aggro might include
forerunnerofthepact - Which 3 Attribute card to include in decks?Forerunner of the Pact
if it's low curve enough. Mournhold Task Master won't see play unless a heavy vet decks appear.

Guildsworn (Red, Yellow, Blue):

Guildsworn Apprentice – Such a good card, would be in EVERY Guildsworn deck, bar none.

masterofincunabula - Which 3 Attribute card to include in decks?Master of Incunabula – I have no idea what Incunabula is , but if there are some key combo cards with expertise, she'll be included in the deck. Unfortunately, Guildsworn has 0 ways to manipulate their current magicka at all. Luckily, Expertise has some really, really good effects. however, it requires latgame. Best she'll be is a bait for removal otherwise you can get some really good combos off. It's sad the combos caps out at 12 magicka period.

Vanus Galerion – He'll be included in specific decks that can reliably combo with with 1/0 magicka cards. If he gets 2 procs off, Then he'll be great! Sadly, you can only play him on a turn where you are winning. Just remember every game you wanted to play cards like
hulkingscalon - Which 3 Attribute card to include in decks?
Hulking Scalon or almost every big drain creature but can't since it won't change the current boardstate vs aggro/midrange.
Conclusion: Every deck will have 3
guildswornapprentice - Which 3 Attribute card to include in decks?
Guildsworn Apprentice then decide if the expertise combos are worth it. IMO, you have to build around it with cards like
guildswornoathman - Which 3 Attribute card to include in decks?
Guildsworn Oathman and maybe even
magesguildrecruit - Which 3 Attribute card to include in decks?Mages Guild Recruit
to even begin to debate including the other two cards.

Empire (Green, Purple, Yellow):
Empire Recruiter – Every deck will start with this card, then remove it if it's not worth having him.

Transitus Shrine – Specific combo decks would want this card. I.E. Petamax's Abomination Scout or
leafwaterblessing - Which 3 Attribute card to include in decks?
Leafwater Blessing OTK. Otherwise decks would just include a max magicka ramp since the Empire has almost all Max Magicka options.

cliviatharn - Which 3 Attribute card to include in decks?
Clivia Tharn – Almost every non aggro deck will include her. Most decks will "accept" having her more than wanting to include her. A lot like non aggro/midrange Dagoth decks accept having
handofdagoth - Which 3 Attribute card to include in decks?Hand of Dagoth.
Conclusion: Every Empire deck will start with Empire Recruiter then remove him once the deck is more refined. Likewise, decks will accept having
Clivia Tharn since it's not a bad card, but doesn't further the deck's plan. Worse than mindrange/aggro decks with
archcanonsaryoni - Which 3 Attribute card to include in decks?Archcanon Saryoni
and Sun-in-Shadow. Both of those cards are still far from the decks last pick in those colors and archtypes.

IMO Conclusion:
Daggerfall – gets the Hlaalu/Redoran(To a lesser extent) treatment where most decks don't want any of the set's cards.
Dominion – IMO,
Dominion Battlereeve is so good it'll dictate how almost every Dominion deck is going to fell. A lot like how Dagoth dictates how every Dagoth decks feel.
Ebonheart – At least

Jorunn The Skald King is good enough to be placed in almost every deck. A lot like
archcanonsaryoni - Which 3 Attribute card to include in decks?Archcanon Saryoni
and Sun-in-Shadow. Ebonheart will be have the same "issue" where midrange/aggro decks will consider having the other cards options.
Guildsworn – At least every deck will have 3
Guildsworn Apprentice. The other 2 cards are only for specific decks. At least the Guildsworn won't mind having 3
guildswornapprentice - Which 3 Attribute card to include in decks?
Guildsworn Apprentice. Empire – All three cards are about having creatures on both sides. At lease they are good/acceptable for all types of decks. However, they'll be one of the first cards to go until you have a refined the deck to only have 1 Empire Attribute card.
