Witcher 3 keeps crashing when trying to run? [STEAM]

I am attempting to run the Witcher 3. After hitting "play", I wait a few seconds, a black screen appears indicating it is about to start running, and then it instantly closes. Steam then after a while stops indicating that is running and shows the "play" button again.

Things I have tried: (I will be updating this last as I go on troubleshooting it)

-Reinstalling the game-Running it outside steam-Running it as administrator-Running it in windows 7 compatibility mode-Deleting "The Witcher 3" folder inside the documents folder-Checking for file integrity on Steam-Checking my nvidia graphics card driver-Praying

Something to note: while downloading (and redownloading the game) on steam, the download always seemed to pause for no reason whatsoever. I thought that behavior was very strange, and I had to keep unpausing it multiple, multiple times. Idk what that was about but I think it could be related to the problem.

EDIT: Trying to open the game creates a crash file on C:Program Files (x86)SteamsteamappscommonThe Witcher 3binx64 that reads:
