All righty, firstly every "Explosive" machinegun round has been modeled. The claim that "Anything smaller than 13mm has no explosive modelled" is incorrect, at least it has been for quite a few versions of the game.

In case some people don't know, even 7mm guns had "explosive" rounds, especially on aircraft (these were also used by snipers on the eastern front, as the wounds they caused almost always guaranteed a kill).

These were used on planes primarily to cause minor damage and make a visible 'spark' so the pilot knew he was hitting.

There was one exception to this (The british also to my knowledge had a similar round), the Japanese used an especially large HE payload for its 7mm guns, sufficient enough to actually cause greater than typical 7mm levels of damage.

For some perspective, here's what the average german and russian (they were almost identical in design) HE 7mm looks like.

The explosive is that tiny contained 'green' coloured bit. Enough to make a flash and fragment the projectile, but not enough to seriously damage wing surfaces.

Much, much more explosive, this was designed to damage surfaces, and apparently it did quite a good job, at least for a machinegun!

All right enough typing, onto the game stats!

German 7mm HE: "explodeHitPower": 5.5, (There's more stats, but trust me they're not interesting)

Russian 7mm HE: Literally identical to the german one, no bias here.

British .303 HE (Called I ingame): Again identical, I don't know much about british .303 explosive, to me it seems like it should have more filler from the ones I have found.

Japanese 7mm HE: Uh oh…Identical stats again…I estimate that it should have at LEAST3 times the explosive payload as the ShKas, up to 10 times, but ingame its identical…Oof.
US 7mm HE (Called I ingame): Again identical..See where this is going?

In a nutshell don't expect 7mm HE to do much…The Japanese and maybe the british are exceptions, but they are not modelled correctly, and should do much more damage.

I'll be doing a similar post on 12/13mm weapons soon. I hope this helped with some things, and showed the issue of the Japanese round.
