Because gating Syndicate progression behind reeeaallllly low RNG drop chances is perhaps just a bit frustrating, especially with no way around it with Platinum.
Platinum which is not spent on cosmetics is usually spent to bypass an RNG grind – such as buying Mesa instead of waiting for RNG to bless you with a Mutalist Alad V Coordinate, or Atlas if the Juggernaut's being a little stingy with those Pherliac Pod Blueprints.
Things not able to be bypassed with Platinum tend to be time investments that you can slowly but reliably work toward – such as Quills progression, in which Vomvalysts are guaranteed to drop cores.
But with this, you can neither reliably work toward it or bypass it with platinum. You will either get the parts or you won't, completely at the mercy of extremely low-chance RNG.
It will be slow; converting one Bounty reward's worth of Gyromag/Atmo Systems into only 1 of the next level of Systems will allow people a slow, grindy yet more reliable way of progressing, considering that the first two types of Systems are much more common than the third.
I feel like this would be a good compromise between the developers and the players, as it's not so quick that the developers will be afraid of us blowing through content, but not so unreliable that people don't just give up on waiting for RNG and feeling like their time and effort isn't being respected in terms of the progress they achieve.
