Yes, I bought the Plymouth. Am I enjoying it? Moderately. The smoke + radar abuse rather funny, but, its not nearly as good as it is at T7 since there is a lot of radar, and those pesky Russians can catch you off guard rather easily. The 200m range between your spotting range and radar range can also help catch those DDs in poor positions.

Just a quick comparison between Plymouth and Edin (upgraded)

Edinburgh:

HP: 36,400 (4% torpedo protection)

Arty:
– 4 x 3 152mm with 7.5s reload. Max AP damage of 3100. 15.4km range. 841.0 m/s shell velocity

– 6 x 2 102mm with 3.0s reload. Max HE damage of 1500, 6% fire chance. 17mm of penetration. 5.0km range. 811.0 m/s shell velocity

Torpedoes: 2 x 3 533mm with 72.0s reload. Max damage of 15,867. 8.0km range. Detected at 1.3km. 61 knots

AA:

– Continuous Damage of 221. (189 dmg by short range. 85% hit probability. 2.0km range) (112 dmg by medium range. 90% hit probability. 3.5km range) (116 dmg by long range. 90% hit probability. 5.8km range)

– 5 flak bubbles at 1330 damage. 90% hit probability. 3.5-5.8km range.

Maneuverability:

*not sure why this this different. They are the exact same gun. Neither ship has anything boosting the range of it either.

Their armor schemes are identical as well. What that means is that Plymouth is stuck with that horrific 16mm of bow and stern plating. Just to give you an idea how just how terrible that is, all T10 destroyers have 19mm of bow and stern. Those massive 16mm plates will eat pen damage from everything, HE and AP. While in some cases, its a blessing. Full salvos from those big caliber BBs like Vermont, will just overpen and deal next to nothing. 9 out of 10 times, its a curse. I've eaten massive damage by HE spamming Hindys on the bow. The extra 10-5k hp does not compensate for it either. Edinburgh has a super heal that can help it brush off some of that damage, Plymouth is stuck with a basic heal.

Basically, what I'm campaigning for is that Plymouth should have a super heal. That, or buff the bow and stern armor so its actually usable against something other than some dummy spamming AP in a DD. At the end of the day, the only interesting thing about the Plymouth is the number of guns and the smoke and radar. Other than that, its just T8 seeing constant T10s.

Another consumable I'd like to see added would be Defensive AA, but at a cost. You can take Def AA, but you loose either smoke or radar as a trade off. The AA is not going to fend off any sort of attack from a CV, so being able to at least deal some damage to those planes would be nice
