Currently we can get legendary commanders (Cunningham, Aboyneau, Sansonetti,…) via events during a certain patch. Generally, the time one has to get such a commander is 4 weeks (+4 extra weeks to buy extra tokens for cash), then after ~6 months, the commander is added in the armoury for 175k coal. If you don't want a legendary commander, and you're 100% sure about it you don't want it now, tomorrow or next decade, there isn't an issue. However, if you're on the fence about it, I've prepared a little spreadsheet to show how WG "punishes" players for not participating/participating enough in the event.
Getting enough tokens for the special commander corresponds with 4 weeks of medium/hard playing, often with a required daily attendance: so 28 days of in-game activity.
Realistic²: + = 33.600 + 8400 = 42.000 coal.
Do everything: + = 50.400 + 11.200 = 61.600 coal.
TOP-RNG: + = 100.800 + 11.200 = 112.000 coal
So, the effort/time spent/battles played a player has to put in the game to obtain a certain legendary commander during the original patch can be considered to correspond with gathering around 42.000 coal (without clanbonus, so 46.200 coal maximum), or if he gathers ALL the coal he can gather for every day of the patch: 61.600 coal (67.760 with clanbonus).
Putting a commander in the armoury for 175k coal after 6 months is bloating the price with a factor 4.16/3.78 (or 2.84/2.58 when maxing out your coal gains) compared to the effort one had to do to get the commander during the event.
Even with absolute perfect RNG and having each and every of your daily containers being the triple-coal variant, it's still 112.000 (123.200 with clanbonus) coal, or a bloat of 1.56/1.42 to buy a commander in the armoury.
So with a commander being ~4 times as grindy to obtain via the armoury compared as via the event is the price a player has to pay for not being able to play daily for 28 consecutive days, on top of an extra 6 months waiting time and a resource that is also used for other items (special modules, reward ships,…)
TLDR: the coal-price for commanders in the armoury does not scale with the effort(s) required, and here's why.
