Black Ops 4 Won’t Launch

I was playing BO4 this afternoon and had restarted my Xbox One X because I was going to go do something and decided not to, so I turned the Xbox off and then back on again about a minute later to resume playing. After restarting the box and logging into my profile, I started BO4, but the game will not go past the splash screen (the dude with the gun and two others behind him with the BO4 logo) after I start it, it just turns dark after a minute and then throws me back to the Xbox desktop. I'm not getting any error messages. Other games on my system start normally. My BO4 is a digital game, no disc, and this Xbox is not in the beta. I was able to play the game on my second Xbox One, so it's not a problem with Xbox Live Services. My Xbox has the latest update. It is connected by wire, not wifi.

I've tried power cycling/clearing the cache several times, deleting my saved data on the box, clearing the reserved space for the game, and deleting and reinstalling my gamer profile on the box. I've also tried creating a test account and launching the game with that account, instead. Nothing helped… I still can't get past the splash screen. I have checked my network status, it's fine. I've tried leaving the box off for about 15-20 minutes, no change.

I've been Googling this issue for the past few hours and tried everything there is to try that I could find, including uninstalling, downloading, then reinstalling BO4. It's still doing the same thing.

Does anyone have any other suggestions that I have not tried? I really don't want to have to factory reset my box. It's weird that I was playing the game and everything was fine, but after I restarted the box the game would no longer launch. It did this once before a long time ago, but I just power cycled the box and it was fine.

Thanks, I would appreciate any help.

EDIT: I have tried both a soft and then a hard factory reset, downloaded the game, installed and still have the same problem, nothing changed. Explain that.

I've tried changing the resolution/disabled 24K , changed HDMI cables, moved HDMI cables around on the tv, gone back and forth from HDMI 1.0, 2.0 and auto, and moved the box to another room to a different tv with lower resolution and yet a different HDMI cable and tried launching while offline. The box is not set to 'instant on'. I tried copying the game to a different drive to see if that would change anything – it did not. I have connected the Xbox directly to the modem in case it was a routing issue, NOPE.

I have tried every solving every imaginable issue that I can fathom of why the game won't launch – but I can't figure it out. I thought maybe it could be related to a video issue, but it just seems that it's not able to access the data – which I don't understand if it's a fresh install on a factory reset box.
ONE weird thing that I do notice, and it may be nothing or something that only the game developer or an Xbox developer would understand is, when I first boot up the Xbox, log in and then attempt to launch the game – the screen will turn light blue (like, Microsoft blue) for a second. It won't do it again whenever I try to start the game unless I just rebooted the box. That's why I was wondering if it could be a video issue. Other than that, the system and the few other games I have installed work normally.
