Since this question keeps getting asked I thought I would make a guide to explain some of the things EA might choose to do. First, it's no guarantee that Reus will win Bundesliga Player of the Month for November. The rest of this post will be based on the assumption that he wins, which as noted, could be entirely wrong.
Will a POTM2 Reus require a special card?
Almost certainly, yes. Only one repeat Player of the Month winner in FUT history did not require a special card of that player, which was Heung-min Son in FIFA 17, but that was the last POTM award of that game's cycle and EA intentionally made it inexpensive. (what happened to that version of EA?) Because EA doesn't want to punish the people who did Reus' first Player of the Month SBC, it's very likely that a POTM2 Reus would require some form of German special card on Dortmund. The question is what kind.
If the SBC requires any special card for a German CAM on Dortmund
This won't happen because UCL Rode and UCL Dahoud could be made to work.
If the SBC requires any special card for a German CAM on Dortmund, Team Rating: 14
This would eliminate UCL Philipp, UCL Dahoud, and UCL Rode but there would still be far too many cheap cards like UCL Weigl and UCL Gotze that would work.
If the SBC requires any special card for a German CAM on Dortmund, UCL Common or Rare: 0
Eliminating all the UCL cards from the SBC makes sense to me, but this would still allow RTTF Philipp to be submitted.
If the SBC requires any special card for a German CAM on Dortmund, Team Rating: 15
This would eliminate RTTF Philipp, but more importantly it would also eliminate 86 Reus since only cards rated 87 or higher will provide a team rating of at least 15 by themselves. I believe this is one of the most likely possibilities, which is why I have been cautioning people against keeping a tradeable 86 Reus. To me, it's worth the modest extra cost to sell the 86 and get the 87 just in case EA decides to use this option. Flashback Gotze would work, 87 Reus would work, red 87 Reus would work, and POTM Reus would work.
If the SBC requires a Team of the Week German on Dortmund or a Player of the Month / Award Winner German on Dortmund
I might be wrong but I don't think any SBC has ever had the "Player of the Month" requirement before, and they definitely did not last year, so I'm not sure it's actually in FIFA's code as a thing EA could use unless they have added it to this year's game. For reasons I won't get into, it's not something they could add easily after release. But if EA can do this and chooses to do so then the 86 Reus, 87 Reus, and POTM Reus would be the only special cards that could work. They may also add an extra "FUT champs" qualifier to allow red versions of the 86 and 87 like they have done on FUTmas SBCs. If EA chooses to do this then Flashback Gotze would not work.
If Reus doesn't win POTM for November or if the SBC breaks with tradition and doesn't require a special card, 87 Reus will retain ~80% of its value while 86 Reus will crash massively. Basically, if you have a tradable version of 86 Reus then I would sell it immediately. If you have an untradable version of 86 Reus, pray that they choose one of the options where he would be usable.
