So what the hell is this guy talking about? Well sir, let me show you some math.
If you are using 2 pieces Velkhana Critical Element set with Coalescence, wanting to switch to 4 pieces Silver Ratholas armor for True Critical Element bonus, you may want to think again.
Assuming 620/630/640 elemental damage is all you can get in your build, already using all the elemental boost, augmentation increase etc. The affinity assume the same for all sets and the elemental cap has to be at least 710/720/730
True Critical Element give around 1.6x damage boost, Critical Element give around 1.4x
While active, Coalescence lv3 grants Attack +18, Element attack power +90, and Status buildup +15%
Elemental damage at 620 4 pieces Silver Ratholas : 620 * 1.6 = 992 2 pieces Velkhana + Coalescence lv3 : 620 * 1.4 + 90 * 1.4 = 994
Elemental damage at 630 4 pieces Silver Ratholas : 630 * 1.6 = 1008 2 pieces Velkhana + Coalescence lv3 : 630 * 1.4 + 90 * 1.4 = 1008
Elemental damage at 640 4 pieces Silver Ratholas : 640 * 1.6 = 1024 2 pieces Velkhana + Coalescence lv3 : 640 * 1.4 + 90 * 1.4 = 1022
You can see from the above maths, elemental damage 630 is the tipping point, going above True Critical Element starting to be better than Critical Element plus Coalescence. We didn't count in the Attack + 18 and Status buildup +15% comes with the Coalescence tho.
To get True Critical Element requires 4 silver ratholas armor pieces, getting Critical Element with Coalescence lv2 requires only 2 Velkhana pieces and it's easy to get to lv3. Most importantly using 2 Velkhana pieces with Coalscene has much more freedom than using all 4 silver ratholas armor pieces for builds.
Yes, you may say Coalescene only active occasionally but so as critical build set as you have to hit weak spot for 100% crit and don't forget the buff from Coalescene also active even without crit, and the Attack + 18 and Status buildup +15% buff as well. I'm not saying Critical Element with Coalescence is better than True Critical Element, but under 640 elemental damage sets it is quite on par and most importantly provide much higher build freedom. You can get Critical element + Master touch, Critical element + Element Acceleration sets that impossible for 4 pieces Silver Ratholas set.
TL;DR – For elemental damage sets below 640, 2 pieces of Velkhana with Coalescence is arguably on par with 4 pieces of Silver Ratholas sets and provide more set building freedom.
